A striking feature of the USA version 1 Constitution (at least when one includes the Bill of Rights) is that it is somewhat self-interpreting. That is, the 10th Amendment provides clear direction as to how to handle issues where the Constitution is silent.

This is so important that I would suggest that the USA version 2 Constitution should provide clear interpretive direction as to how to handle issues where the Constitution is not silent. That is, any new Constitution should specify that it is to be interpreted by using “original public meaning” rather than using the fashion of the day to allow the Constitution to be effectively amended undemocratically. Regardless of the constitutional review mechanism employed, this will hopefully put an end to the “living constitution” nonsense that has allowed progressive nihilists to acquire a level of influence and power through linguistic coercion that they could never have acquired through persuasion.
